If you are lucky, the utilities in your new home might be under your landlord’s name. Most utilities in Turkey are government run and have offices across town, but tend to be crowded, chaotic, bureaucratic, and prone to ignoring requests, especially from foreigners who are not able to express their needs in Turkish.
